History

The CAP Aviation Consulting Group (CAPACG) is located in Daytona Beach, Florida.

Factors that were a catalyst for the group to begin this endeavor were a review of the FAA Industry Training Standards (FITS), Human Factors and Facilitation policies and procedures. As the group began an in-depth look at these programs, it became apparent they were similar to a program utilized by US Major, National and Regional airlines. The program, AQP (Advanced Qualification Program) was developed for the airlines to change the way training occurred. This was necessary because of the introduction of new technology and the glass cockpit. The members of CAPACG recognized the same changes occurring in the business and general aviation markets. Just as the FAA addressed the airlines need for change with the introduction of AQP, they have done the same in general aviation with the introduction of FITS.

As these new training concepts matured, data collection technologies evolved and CAPACG members realized an opportunity existed to introduce Flight Operational Quality Assurance (FOQA) or Flight Data Monitoring (FDM) programs to the general aviation (GA) sector. The opportunity for the group to participate in this evolution of general aviation safety programs was exciting. New technologies have allowed these new safety programs to develop and they are currently being introduced to GA operators across the globe. CAPACG has been at the forefront of the introduction of these revolutionary safety programs.

CAPACG is currently working with the industry, academia, FAA, flight-training providers and operators to deliver FDM products & services, IS-BAO auditing services, and additional consulting services.

CAPACG is participating in several industry committees relating to FDM implementation, including the International Helicopter Safety Team (IHST). Previously, CAPACG participated in the FAA Technically Advanced Aircraft Automation sub-group, Human Factors subcommittee for unmanned aircraft (UA) and the FAA Industry Training Standards (FITS) subcommittee. The group’s commitment to presenting information to interested parties and industry concerning FDM implementation is steadfast.  With over 50 years of combined aviation safety and training experience, CAPACG is looking forward to the challenges ahead.
